what you could do is use a 3d-modelling program: you make a face that has the same dimentions as your pic and then apply the pic on it, and render...

Ok im trying to find a good paint/graphics program for rotating a pic by any degrees.
I tryed paint shop pro but it seems to enlarge the entire pic every rotate. Photoshop seems to blur it alot. Any ideas?

This is kinda late... but what you do to rotate WITHOUT anti-aliasing in photoshop is:
-goto file -> prefrences -> general.
Where it says 'interpoloation' set it on nearest neighbour.
That should solve your problem.
