I think this shot was just a little hobby side-project he did as a tribute to BioShock: Infinite. In the blog post where he posted it, he said that although he didn't play the game he watched a lot of let's plays of it, and was sort of in love with the main city. So he whipped this up real quick. If this was actually a game, I would die of too much awesome.
