I have a basic 2D game where the players send to the server, the server broadcasts, and the player receives it, etc. When I open the server program and two clients on my computer, they both connect to the server and I can play with myself (that sounds wrong, but oh well). When I send the game to someone else, they open it and when the program gets to the point where it would connect to the server, it freezes and they don''t connect. Any ideas? It works fine on just my computer.

Is your friend behind any kind of firewall? Or behind something which blocks outbound traffic, such as Zone Alarm?

If so, they need to configure their computer to allow the outbound traffic to your server.

Also, have you tried letting them be the server, and you connect to them?

Could be a firewall... He was using Windows XP and he said it might have a built in firewall.

It does, but it does not restrict outbound traffic; it basically just blocks all unsolicited incoming connections. The firewall may be disabled (assuming your friend is on dialup) by bringing up the properties dialog on the dialup connection, selecting the Advanced tab, and unselecting the default enable firewall option.
