Dx8.1 sdk installing problem!

I have win2000 (with no SP, I plan to download them soon though) and I am trying to install the c++ sdk. It says ''1608: Unable to create InstallDriver instance''. I tried playing around with that setup ini file to make it work under 2k but I had not luck. What is wrong here?

The exact setup works in winXp. I have heard the rumor in this forum of DX9 coming out tomorrow (or anytime soon). Should I wait for that sdk instead?

1 Are you sure you have the Win2000 sdk? Its easy to accidently download the Win98 sdk.

2 Install the service pack.

3 Are you installing from an Administrator account?

I see. Ok, I will install XP and try again. Weird though.
