Programming image processing functions

Hi, I want to program a little app for processing avi files, and I would like to include something like a color/flicker balance: especially if single frames of an avi are edited, there might be some color/lighting differences that result in a flickering video. How would I reduce this flickering? Is there a site about image/video processing with tutorials/algorithms/information? Thank you very much, Alex
