SharpDevelop & DX9?

Yes.
I am using Sharp Develop at work since I only have Visual Studio .NET at home and it works pretty well. The only thing I found is I had to comment out the line where it creates the Icon in the C# DX9 tutorials to get them to work. There may be other problems too but that is the only one I have encountered so far.

You can also use standard C-style exported functions through P/Invoke. Look into the DllImport attribute.
Using C++ classes is pretty much a no-go, though.
