If I am making a game that uses this model format, do I need to talk to ID software if I intend to sell the game?

I believe that is a copyrighted format for now and the md2 is under gpl license, however you should not believe my words, I am not sure 
You can use the formats AFAIK if you write the tools yourself
for example you can use the BSP file format but you may not use the Quake 3 BSP compiler for your project
