editor question

I had orinaly posted this as "world craft editor" because i would know how there made. I havent actually used it, i dont even own the game, but i saw a thing on G4tv where they wre using it, and it looked alot like what i need, so what my questions was, how does that editor work? dp you paint objects on a tiled based world, or do you place objects on a 3d terrain? thanx...
