I believe I´ve already done what nes8bit suggests a while back. You can view some screenshots of this effect on my site (screenshots so you don´t have to download the crappy demo ;-). Source code can be downloaded aswell, ofcourse. Any explanation of this effect can be given, if requested.

Well, whatever. Even if I did take it from glvelocity.com, I never said that I made it all by myself. If you have GLQuake, turn off glflashblend. Clip through the walls of a level, type in impulse 9 in the console, then fire your nail gun while moving the camera. You will notice that there is motion blur! Sooooo....you could say that ID Software started it.
