I was reading NeHe''s tutorial on setting up opengl in windows and it tells how to link the necesary files to the project in visual c++. How would i do this in dev-c++, i found a readme in the gl folder with the includes but it was too vague. Any help is appreciated.

Looks like you have an old version of the MinGW headers. You should download the newest headers.
If you don't feel like doing that, you can define CDS_FULLSCREEN yourself. Like this:
#define CDS_FULLSCREEN 4

The definition should be in winuser.h along with the other defines starting with CDS_, but it was accidentally omitted in some version of MinGW. (you don't need to include winuser.h though. Just include windows.h, it in turn includes winuser.h)
