If I''m going to program a simple building with objects like desk, chairs, computers, and human beings, would it be easier to use a program like 3dMAX/Maya and export the models, or to just do it by hand? Or is there another way?

The main question is how many, how square, and how dynamic...

A chair -> by hand coding
Multiple of the same chair ->by hand coding
A Bazzillion different chairs -> Maya /3ds
people -> Maya/3ds

There isn''t a different way, because by hand results in about the same grapics calls as by model, its just how you store the models...

OK, I decided to use MilkShape to make some basic things. Now, to put them into a basic engine, would the best way to do this involve exporting it to raw data (like the verticies) and then just creating something like a displaylist to use in drawing the object inside the game?

You are diving into implementation. There are infinite ways to load a model. Do whatever seems most logical to you, or go explore what others have done and copy theirs...Or you can look for a pre-made library, and use that instead.

Model Loader on google will give you enough hits to keep you working for days on end...

For static gemometry, display lists work fine...
