Squire by Fender makes somewhat nice guitars at really, really low prices. I know people who claim to prefer them over some bigger brands. They''ve got good deals for people on budgets. I think their cheapest model is like 99 bucks. They also have packages with amps in ''em.
Or you could get a Fender Standard Strat (Very nice, it''s just assembled in Mexico) for 350 bucks. I got a white one
Just go to a nearby music store and play some relatively cheap guitars. It''s all about if you like it or not. If you go into a pawn shop and buy a guitar for 50 bucks, you may like it more than an American Strat (around 800 dollars).

Hi. I would like to learn the guitar and have a simple question. Where is the best place to get a cheap (but good) electric guitar to be my first guitar?
Your local yellow pages, bonehead.
