Tell us for what, or else I can only give you a blank .cpp file and tell you with work this will grow into an editor.

...that''s the same thing. You have given zero information besides that it has to be 3D. You have not described your file format, what your game is, anything.

A good level editor I use is MSPaint, but any bitmap editor that allows you to modify individual pixels is good too. I once created a game where levels were first saved as a bitmap file (black was a wall, green was grass, yellow was a golden egg), then compiled into a 2d level by a compiler I did in DOS.

My current level editor is Notepad. I save levels as series of characters ("#" is a wall, "." a void, "*" a pit) that then get compiled by a compiler I did in DOS too, into a 3D level with the positions of different objects inside them.

I must admit, the most versatile level editor you''ll ever have is Notepad, all you need to do is create the appropriate format conversion utility, or even implement direct loading of the txt files into your game.

You can find notepad in your Windows start menu, OR you can use simpletext or similar utilities on Linux and Macintosh.
