On my Mobility Radeon 8500, when I call GetAdapterModeCount for the format D3DFMT_A8R8G8B8 I get a return value of 0. Does that mean my card doesn''t support that adapter mode? However, I could create backbuffer and surfaces with D3DFMT_A8R8G8B8 though? What does this mean? It seem like the only available mode for the adapter is D3DFMT_X8R8G8B8. What does it mean?

You do not have any adapter mode with an alpha channel, which is normal AFAIK. The A in D3DFMT_A8R8G8B8 means that the first 8 bits belongs to the alpha-channel while the X means that the bits are unused.

What does mean adapter mode versus surface format?
