Is there a freeware portal map creator. Or even a converter? I have a started an engine but need to test it. Thanks

well, there is no one portal engine, or 3d engine for that matter. I think it would be hard to find one and expecially a freeware one. try writing a little level data by hand to test it. only you know what data your portal engine needs to work. this is why an editor is not possible.
