I have read some articles and researched how to make objects movement independent of frame count. I understand all that but my major question is what is an optimal frame rate to shoot for and is there a way to test to see if the card will meet what ever the frame rate I set. I am not doing an over complicated game. It is a 2d asteriod clone.

The optimal frame rate can vary greatly and often depends on the type of game. A first person shooter needs a high frame rate so that it looks and feels more responsive to the player. A 2D asteroids clone would not have nearly that requirement. You could probably get away with 20-30FPS, but the only way to really tell is to try it out.
