Fetch quests, done right?
The reward offered, the destination (going somewhere that is either cool looking, or is dangerous thus building suspense). Making the task difficult enough that it''s not just mind-numbing moving around, but not so hard that it''s totally impossible to find where you''re trying to go.
"Game Programming" in an of itself does not exist. We learn to program and then use that knowledge to make games.
If you''re doing a lot of them, though, they should get to be routine. If every job is a thrillfest, then you''ll never let down your guard and you''ll never be surprised.
Back on topic, a good one will have a conflict in it, so you''re not just moving from place to place, you''re either racing the clock, or fighting bandits, or avoiding detection, or anything like that.

if the player has to smuggle contraband, they''d have to avoid (or kill) the authorities.

They''re all evil, fedex quests are the main reason I''ve turned away from all the mmo''s Ive tried. I like action, I like fighting and getting rewarded for it. I like accomplishing something, being challenged.
I have enough errands to run in the real world, I don''t want to have to do it when I''m plaing.

In Escape Velocity, most of the jobs are delivery jobs. Pirates, time limits, and the occasional professional competitor would give you a little trouble, but I found that after I''d done a few month''s worth of covert military operations, tracked some bounty heads, liberated a few moons and stolen some technology, I was ready for a hiatus from adventuring, and I''d just travel the galaxy, usually just going wherever the highest-paying delivery job took me, and using my discretion when deadly pirates or wealthy merchants tried to hire me on for adventures.
As long as you don''t try to use the standard RPG delivery format ("Greetings, hero! I need a box of rocks, and only a brave warrior can get them for me!") and stick more to a sense of a moving economy or courier service (I''ve got a bag of hilts that need to get to Swordville. 200 gems to the guy who delivers them. Who wants the job? You leave Thursday.") you''ll probably be okay.
I don''t object to easy or simple missions, especially when I''m enjoying wandering. But if it''s going to be remotely important, have it either lead to something interesting or be interesting in and of itself.
