I was curious, once I have my projection plane and the directions of the rays which will be tested for intersection, should the starting point of the rays be on the projection plane, essentially clipping everything between the eye and the plane?

That''s up to you, really. I personally don''t like the near-clipping-plane phenomenon so I project rays from the camera, and that also makes it easier to apply camera transformations to the individual eye rays, but the decision is really arbitrary.

There is no point at all in doing that. It would actually make your life more complicated... The near plane distance would be another parameter you would have to set for each rendering. Plus the whole concept of a near clipping distance does not make much sense in a raytracer, its a rasterization thing.
