Yeah it might be soap residue but there is a good chance that it might just be dead skin. We do tend to shed a lot of dead skin over the course of the day. I know what you are talking about it tends to happen around my ankles the most. Not surprising since that part of my skin is alway covered in socks and shoes so there isn''t much place for the dead skin to go.
