I am not sure if you are asking for a graphic program, or a map editor. If the latter is what you ask, try MAppy or even CDXMappy. These are ore for programmers, but the Mappy program is working very well, and allows you to use animated tiles, transparency and other nice things.
Other than that, if you are just looking for something that helps you create tiles, I assume you ask because you don''t like doing this with classic programs... Then try using Wally, it''s a Quakelike texture creator. And personnaly I think it rocks if you want to do 256 colors bitmaps taht need tiling.
