At first you should play with the Windows Multimedia system which is the winmm.lib library with the header mmsystem.h . This will allow you to get simple graphics going in window ( use the win32 SDK to create your windows ), i wouldnt spend much time on this tough. After you get the hang of it you should investigate DirectDraw which is part of the DirectX SDK which you can get for free on MS web-site. Read the documentation and focus only on Direct Draw as you start. You could also go about buying a DirectX of Windows Game Programming book if you are a real beginner and need a lot of help.
WHO DO THEYTHINK THEY'REFOOLING : YOU ?
