Edited By Time Offset

Sometimes when I edit a post, there won't be an 'Edited by.. on' message, but sometimes there is. What I've noticed is that the time offset is not correct. Like in this thread where I edited before I posted my message.. (for myself, if you haven't changed the time offset in your control panel you won't see the difference)

The edited by message only shows up if the post is modified after fifteen minutes have passed. That way you can fix spelling mistakes, etc. without the message showing up.

From what I understand, the time displayed in the edit by message is the server time, which is inserted as text into the post itself, which means it doesn't get exposed to the time zone code.

Fixed how? It becomes part of the message.

Okay.. there's another thing. Some book-reviews seem to be written on 1/1/1980.

For example: here
Scroll down and you can see some posts are written on that date.

We didn't start keeping track of when book reviews were posted until last year, so anything posted before that has an invalid date.
