I've written a "pop-up" blocker that maintained a list of title-bar texts and monitored the taskbar. If one of em showed up, BAM!
So that's possible at least. Control-alt-delete to find out the identity Starfraft uses and if a window exists with that title for more than X minutes, post a close message to it. Easy to write in C# if you're familiar with P/Invoke.
Starcraft may not handle close messages like you want it to though. That's the only problem I can see. I don't know how to "force" a program to exit nicely.

Perhaps he could write a program that will run Starcraft and keep track of how long it goes...
A bit off topic, but Win32 can do quite a bit :)
Last year, I wrote a program in C that ran in the background and whenever I hit "ctrl+alt+shit", all the Internet Explorer windows dissapeared (from the screen AND from the taskbar), then if you hit it again, they all re-appeared.
I used this at school so I could browse the web when we're suppose to be working, then when someone comes, I hide all the IE windowsa nd Im left with a word document open or something :)
