i recently got my audigy 2 working again. unfortunatly/fortunatly the bass is quite powerfull on my inspirons 6600's. to save my parrentes some grief is their a low pass filter i can dl/plugin?

Don't most music players have an equalizer built in?

You want low cut, not low pass. But yeah, almost every sound card has some sort of eq where you can cut the lower frequencies.

Put the "Parametric Equalizer" filter to the filter stack in EAX control panel (assuming Windows), set the original sound level to -inf and adjust the parameters of the filter to cut the bass as necessary.
EAX control panel applet is included in the Audigy driver pack, no need to separately download anything.
