What is the difference between ARB_fragment_program and ARB_vertex_program to NV_fragment_program and NV_vertex_program? Also, where is there good tutorials on actually using those extensions. By the way, I need to use them on Linux, does this mean I need "libCG"?

Very little difference. NV indicates it was made by Nvidia and probably will work on Nvidia cards but mostly will not be supported on other cards which support pixel and vertex shaders. On the other hand ARB extensions will be supported on most cards which support pixel shaders and vertex shaders. I think even the syntax varies a bit but not too much.

The more applications I write, more I find out how less I know

the ARB extensions are cross vendor supported and will run on ATI and NV hardware, the NV extension will only run on NV hardware and come in a number of variations which allow access to some of the newer features of the hardware (such as branching in fragment shanders on the GF6800 series).

You only need the Cg library if you intent on using Cg to write your programs, if you are doing it in raw assembler then you dont require it, just load the programs and away you go.
