I no basic C++, some VB and alot of JS, and web stuff. Problem is I cant find were to start, everything is either too basic or to complex. I need a site with like a tutorial on building programs or simple games. I can''t find any tutorials on GameDev only articles that I can use when I get better. Any sites that have tutorials or show me some newbie articles? Pls?

Try downloading the directX SDK from MS. They have some very basic tutorials. It doesnt cover how to make a game, but stuff like making a ball bounce around the screen.

If you find DirectX (draw) too hard to use you should probably brush up on your C++ skills.

Those tutorials was what got me started using DX, but then again, i was pretty well founded in C/C++ at that time.
