This may sound like a stupid question to those who know what they're doing, but is it possible, without using any server-side compiled code (Java, SQL, etc), to make a list on a website that users can update? It doesn't need to be an entire forum or anything...essentially just a list of words where a user can type one in, push something, and it can be added to the list.

yes. What tools are you using?

(edit: and, why wouldn't it be?)

Basically, I have pretty good offline programming experience, but I'm just getting into web stuff. The web server I'm using says: "CGI, PHP, and other server-side scripts are not supported." I don't know why it wouldn't be, I'm just not sure how to do it. I don't need the entire thing written out or anything, but suggestions on language and perhaps a pointer in the right direction would be appreciated.

Can't you move to another host that does support server-side scripting? There are plenty free ones out there and paid ones ase getting cheap as dirt. It'll make your life a whole lot easier :)

Ok, I'll try to find a better host. Do you have any suggestions for good free hosts with script support, and if I do use one, how to do what I want to do?

The forum FAQ lists free webhosts. There's also plenty of links to tutorials and the like in there. You had best look for some simple PHP and MySQL to do what you want to do. A simple script and a database with just 1 table is all it takes.
