Is brew just a api for mobile-phones or is it for other devices like Palm aswell?

In theory it can be used on a wide range of devices, but in practice it has only been implemented on a variety of cellphones (only CDMA as far as I know). But PDAs are a lot more likely to support MIDP or PersonalJava than BREW because of economic and business-like reasons.
