My goal is to make some rinky dink java games for cellular phones. If I were to use java to make them, how do I go about putting them on a cell phone? Is there a program that I have to download that sends it to my cell phone through a call, do i have to host it as a download or what?

Ooookay, it's not that easy.

a) Write your App using only the J2ME (Java2 Micro Edition) classes included in the CLDC (Connected Limited Device Configuaration) and MIDP (Mobile Information Device Profile). Basically, you'll have to extend the Class MIDlet, which is the little brother of J2SE's Applet. Some handsets support additional Apis (some standardized, some proprietary) - see the vendor pages for infos about these.

b) Then, depending on your phone and vendor, you can either just transfer the .jar (no single classes allowed, and a J2ME-Manifest needs some extra entries) to your phone, using IrDA, Bluetooth or a mundane Cable (eg Nokia DKU-2 using the Nokia Application Installer). Some Handset vendors or network providers have disabled this functionality in their handsets (Vodafone and Samsung are a particular bunch of... [totally lost for fscking words]), you need to generate a so-called .jad file - Java Application Descriptor, put that and the jar onto a website, and download it from there using your cell phone. Other ways do exist, but these aren't relevant for beginners.

There are plenty of good tutorials out there.
