Does textures allocate memory that is 2^n*2^n? for a certain n? or can there be a texture of size of 1000*1000?

I'm not sure I follow you.

Hardware is, I believe, still optimised to deal with power-of-two textures, but there is support on some graphics hardware to do non-power-of-two textures (GeForce4 and up from nVidia I believe, and I think the 9700 & up from ATi). In Direct3D support for this is part of the caps structure, under D3DPTEXTURECAPS_NONPOW2CONDITIONAL and possibly related is D3DPTEXTURECAPS_POW2.
