I am trying to find a framework for an application that runs direct3d, can be fullscreen or windowed, and can switch between the two modes. Also can be placed in a specific screen size and bpp like 800x600 32 bpp. If anyone knows where I can find information on how to do this, please let me know. Im using the VC.net and directx 9 sdk Ive looked in the directx sdk docs but everything is shown in peices and I am having a hard time putting it all together to get a basic d3d app up and running. Thanks for any help.

The feb 2005 edition of the SDK already has a very simple framework you can use that encompases all that stuff.

Have a look at NeHe's. I think it's at least a good start.
