Is it on the plan to make a rss feed of the recently updated journals page (http://www.gamedev.net/community/journals/). Not one for each journal but one universal feed of all the journals.

I just a message on one of the internal mailing lists on this. It's been very well received, so it's definitely been supported. I can't provide details on when you can expect it, though.

It was also mentioned that we might want to publish our RSS through bloglines.com, for members who keep up with various blogs that way. There'll be an official announcement When It's Done™.

?? I already subscribe to gdnet news through bloglines.com. What do you mean by "publish it through them"? One merely needs to add the rss URL to bloglines to receive the feed.
