how can I make it that a certain texture thats applied to some mesh is tiled. meaning I want it to be tiled, and not streached to fit the mesh. (the mesh is just a square)

Go higher than 1 for your texture coordinates. A box going from (0, 0) to (2, 2) will have the texture repeated two times across it in both directions.

Yup, I agree with Raloth.
Just as an additional, you also need to make sure that the sampler is set up so that D3DSAMP_ADDRESSU and D3DSAMP_ADDRESSV are both D3DTADDRESS_WRAP. It's the default, but you should be aware that you can change it to several other values (see IDirect3DDevice9::SetSamplerState for more information)
