There are standard ways of solving this problem... not all of them simple and not all of them useful! I would suggest collecting copious amounts of data on the users behaviour and then performing statistical analysis to find correlations within the data. That is, to find patterns in the usage of attributes of the system being studied. You can use clustering techniques to find patterns and Bayesian inference to determine the most probable cluster(s) given a sub-sequence of attributes activated already.
