If this is what you have:

Internet <------>  Modem:Win2k  <-------> Hub <-------> Debian

then your Windows computer is a router (guides packets between the local network and the internet). In this case you would need to have the Windows computer forward the bittorrent ports to the Debian computer -- unfortunately I don't know enough about Windows networking to tell you how to do that.
