I have IIS running and I want people that get onto my home network (father, sister, brother, etc..) through the ol' Windows file sharing way to get transfered to the server. Is this possible? If so, what service or forwording do I need to set up? Basically, I want them to be able to click on my computer's name (Tyrant) and instead of viewing my shared files they are directed or forwarded to the IIS server's default page (index.htm). I'd rather have them go through my little server then just look and browse through files. How do I do this?

As far as I know those are two completely different protocols that have nothing to do with each other. Maybe you could 'share' a single file that is just a shortcut to your HTTP server, or an HTML file that just redirects to it.
Chess is played by three people. Two people play the game; the third provides moral support for the pawns. The object of the game is to kill your opponent by flinging captured pieces at his head. Since the only piece that can be killed is a pawn, the two armies agree to meet in a pawn-infested area (or even a pawn shop) and kill as many pawns as possible in the crossfire. If the game goes on for an hour, one player may legally attempt to gouge out the other

That's what I'm talking about. I figured they were different protocols, but maybe there would be a chance that I could get them to cooperate with each other. Like, you a server extension or configure IIS to listen to that port or that protocol some how. I thinks ICS is similr to an FTP isn't it? Any ways, they may be different protocols, but on the lower layers they are the same. So if I could intercept the message there and transfer the connection to the server it would be good.

IIS is for internet stuff. Hosting websites, FTP server, running a mailserver. That sort of thing.
Windows file sharing is completely different, and is for (you guessed it) sharing files on a Windows network.
So, what do you want to do? Saying "use IIS" is a bit vague - are you using it to offer FTP access? Or are you serving (through HTTP) a front-end to download files (which seems to be the case). In which case, smart_idiot's solution seems to be the best one - unshare all your folders apart from a small one somewhere that just contains a .url (or similar) file that points to http://your_web_server_name/index.htm.
