I believe that it's not even available to staff, at least not using normal methods. Michalson had to directly edit the database to put that in there.

In theory yes, but that would only block their forum account. Any staff member who can manipulate the database could just as easily reverse it. Even if you did it though, I think the staff title has priority over the banned title.
