I used to have the quagmire avatar when i was on GDNet+ before, then my subscription ran out. All my settings and stuff have been kept, which is cool. But, when i uploaded a new avatar, namely the upside down face boy from Family Guy, my avatar is still Quagmire. Any idea why this might be? ace

Hm.... looks like the Rockford Files to me. Ace, perhaps you have the Rorschach of avatars!

It's your cache. Hit F5. I encounter this all the time (as you are probably aware that I switch avatars often). Simply refreshing the page shows the correct avatar.

I do believe that you are correct on both counts.

GOOD DAY TO YOU, SIR.

Another bug with the avatars. At least I think so. Ace mentioned it above, but I'd like to mention it again more explicitly:

When GDNet+ runs out, all settings are saved, except the avatar. The avatar reverts back to the standard. Although I do understand this, couldn't the avatar be saved somewhere with all the other settings? Now you have to upload the avatar once the subscription starts again. Seems a bit odd since everything else is actually saved.

Also, I've seen some people with animated gif images, but the upload form explicitly says animated gifs are unacceptable.

The avatar is saved, it just isn't made nicely accessable (to get it, go to the url http://www.gamedev.net/community/forums/images/avatars/{userid}.{image extension}). The fact that this isn't obvious and that you need to save and then reupload that image is considered a bug and is already queued to be fixed.
