Well, requesting a bug won't really work... I mean, why would they build in a bug on purpose, because you requested it?
Noone is going to do that. Also, read their website, perhaps you'll find something usefull, or just snailmail them a large amount of mail.

Bug request is a shortened from "Bug report / Feature request" and is a quite common term.
wazoo: Just wait 3-6 months. Whoever is in charge of forwarding the devrel mail to your local ATI developer rep will eventually get around to actually doing his job, and then you can just communicate with your dev rep directly, afterwards. All you need is a little a lot godly amounts of patience.

IIRC devrel@ati.com is supposed to be fairly good... but it appears as if you've already tried that.
Good, but insanely slow. It's pretty much just a catch-all so that you don't have to hunt down your local ATI developer representative, but that means every e-mail has to be read, a location determined, and then forwarded to your local rep. In a case like mine, it'd be simpler if I just phoned up to ATI's head office in Markham ON or tried e-mailing anyone I might know working there, since that's their nearest location to me.
AFAIK devrel@a.c is managed in the states, and probably only has two or three guys doing the work. Between manual spam filtering and determining the physical location of people with actual business with ATI, I doubt that they can handle any more than one e-mail every 5 to 20 minutes, each.

Your best bet is probably to try and find someone who you know works in the specific area you're submitting an issue about, and mail them directly (with the appropriate apologies for doing so, request that they pass it on to the right person if necessary, etc). It might take a bit of hunting to find someone suitable but places like developer mailing lists are a good start.
