In the game, we usually have to make the player interacting with the game through some controls, such as dialog control, edit control, list control etc. I think there maybe two ways to implement those controls: one is using standard controls provided by OS; the other is using those created from scratch. But i wonder which is better? I ever implemented some controls by myself, but i found they were not so easier to use than controls provided by OS. Can you give me your suggestion?

There is no clear answer to this question. It depends on many things. Are the controls you requested for integrated into the game? Say, a dialog popping up before the actual game for settings may use OS controls very well. As a 100% opposite, a HUD fully integrated into the gameplay is seldom done by OS controls, because it normally does not match the look-&-feel of the game. Things like load/save dialog are inbetween.

One can say that normally the controls are adapted to the look-&-feel of the game. If your OS provides this feature, well, use it. Otherwise you may write your own controls, I think.
