One of the people I live with down the hall was having computer trouble, so I looked at it. We orginally thought it was a bad Video Card since the monitor would not turn on, and we tried it with two different monitors. I took my video card down and plugged it in, but the computer's monitor still did not turn on. I checked and made sure everything was plugged in (he said he had not opened the case at all and that no hardware had been added). I took my card out and tried it again hoping for a miracle, but no luck. I then took both RAM sticks out and got no difference. There were no beeps for a memory error. In fact the motherboard does not beep at all (doesn't it beep after it completes it Power On Self Test?). Is the motherboard bad? Or am I missing something else?

Check the power supply. But yeah, if the motherboard is completely fried, you won't even get any beeps.

Alright. I feel silly asking this, but how do I check the power supply.

I also forgot to mention everything turns on, like the fans spin and LED lights turn on, but nothing else happens like described above.

This same thing happened to me a few weeks ago, it was indeed the power supply. The fact that you get no beeps with the RAM removed means either MB/CPU or power supply. My bad power supply still had enough juice to start the fans and everything so it mislead me for quite awhile, but apparently just because the fans run doesn't mean that the MB has enough stable power to try to POST.

You'll have to get a power supply (probably ATX) to swap in and/or test. If you have another computer you might be able to '69' the cases so you don't have to unscrew it all.

If you need a new power supply, you can probably buy one alone; I got a new case instead (w/ power supply included) for about $30 from newegg.
