I wouldn't necessarily count on it. There is only so much that you can fit through a dial up connection. I used to be on dial up (eventually moved to go to school and now I am on cable). The only thing that I can think that they are doing is somehow compressing data, which probably doesn't work that well on things like .zip files, which are already compressed. I would just stick with your dial up until either high speed comes to you. Mind you, that is probably what I would do. It's really up to you.

Web accelerators typically achieve the faster web page render by compressing the html, and recompressing jpg files with a much lower quality. You will see absolutely no change or very litle at most in downloading other binaries (i.e. zip files and such)
