I saw many games with large outdoors scenes, like line age, wow, and others mmorpgs... and I think what algorithm they use? ROAM? or other lod algorithm? and some terrains use textures per tile instead procedural... how they do it if with lod the vertices change every time? what is the techniche for terrain rendering that nowadays games uses?

ROAM is an algorithm with _continous_ level of detail (CLOD), what means that the LOD may change from face to face. Such a behaviour is seen nowadays to be somewhat obsolete. LOD as such (e.g. a LOD of entire pages of terrain) may still be suitable, e.g. in cases with really large outdoor scenes.
