In games such as oblivion you can change the face according to many variables. So how would you accomplish that, and what is the artistical knowledge you should have? So I am asking two things, how to technically implement this, and how to choose which features of a human face and how these features should be changed? Thanks in advance.

You mean the actual model of a person's head and the different expressions that it can display?

I believe the general idea is to have a bunch of "muscles" in the face that connect certain parts and with each expression, they can contract or expand in a certain way, thereby changing the position of the vertices around them.

No, I actually ment that the player can generate several different types of heads.
He can change the hair, nose, eyes, chin and etc. To make his character look like he wants.
Muscles? I only know of bones and morph between models techniques to change the expression of the face.

Morph Targets / Blend Shapes are what you are looking for if I understand you correctly. You could have various targets like 'happy', 'sad', 'calm', 'big nose', and morph them with various weights in order to create the final mesh.

I think the OP is asking about MMO/RPG style visual customisation. Changing hair colour/model, or face type.

This is normally as simple as attaching extra models to the basic model, or using different skins, or an alpha skin which is then coloured by the game. I've not done it in detail, but I'm sure someone here has.

Well, Oblivion used the FaceGen sdk which you can read up about through a quick google search (and the developers website), but as mentioned, morph targets is usually the best way (look for some 3d max or maya tutorials on the subject for a more in-depth explanation).
