I mean no offence what so ever, but don't you think you should do a little planning? For example, you still don't know what art style you want-Let alone the fact that you don't know what genre you want the game in.
Just take a day or so out so you can figure out what you want- and leave room for team choices as well---but not 100% open.
Flash is a good platform to develop simple games in, even advanced if your good enough, but if you go 2D you would have to program your own engine and everything in it. (although it's not to hard)
Why don't you use something like RPGMaker XP? or the RPGToolkit?
Both are pretty interesting in their own ways, and both don't need much programming.
Also, set up some goals--a concept story, or anything to get someone going.
You can't expect to much from "I want to make a game...but I don't know what kind, and I dont know how I want to do it either"

Thanks for your points but the type od art and other details will be down to a vote on the forums when they are up. anyone can join the forums but most of the posts will be team/group members only. I am waiting for people to join before I even start the forum. The first game will be a group decision and not lead to one person. This way the team and group can work together on a project that they will mostly like instead of a project that they don't.
