I have a digital camera plugged into the USB port in front of my PC. But nothing pops up telling me that its connected. What file should I open on my PC to bring up the pics that are stored in the cam? Thanks.

What OS??

If its windows XP then I'd test the usb port with someother device to make sure its working.

When you go to My Computer (assuming Windows), do you see your digital camera listed under the Removable Devices heading?

Is your digital camera turned on, optionally to "PC/USB mode"?

Also try Microsoft's Autoplay Repair Wizard (aka AutoFix).
