Since you mentioned Crazy Eddie's I assume you're using SDL. For SDL there's a way to open SDL contexts with wxWidgets but that may also be too big for your use. Here's a tutorial on how to do it anyway.
Another one is ParaGUI but it has bugs and needs some work.

I've see the wxWidgets tutorial, but it doesn't draw widgets over OPENGL. It forces to draw widgets on the video surface, with a pixel based method.
Yes, I'm using SDL, but it's difficult to find a good widget library for drawing user interface on 3D applications.
ParaGUI seems to be good.

I don't know about the status of this project but from the OpenGL forum faq you can find JavaCoolDude's gui for opengl in this thread. It seems quite nice and not too big. Customizable and xml based format which is I think a big plus.
Actually WXWidgets is capable of starting an OpenGL context independantly of SDL, if that's how you want to do it. Just use the libraries separately.
Can CEGUI work fine with SDL? On CEGUI's pages, I see that it can work with OGRE, DirectX, SDL, Illich. But I don't see SDL.

It can work with SDL and OpenGL together, here's their tutorial.
