About a month, I got a traffic ticket, "Failure to adhere to traffic control devices: 35 MPH speed limit sign". I'm pretty sure it was an illegal speed trap, as there was one cop sitting on a side street with a radar gun (actually, all I saw was a cruiser, I didn't actually see a cop), and then 3 our 4 cops about 50 yards ahead and around a corner (so out of sight from the cruiser), standing in the road pulling people over. Every cop on the side of the street had someone pulled over, and as soon as someone drove away they had someone else pulled over. Now, this is during rush-hour traffic on a three lane city street. The cops have one lane closed because that is where they are pulling everyone over. They are also standing in the middle of the other traffic lanes, pointing at people. So, traffic was crawling. The cop that pulled me over claimed that the cop in the cruiser tracked me at 52 MPH in a 35 MPH zone. I'd like to know how I got a Honda Civic up to 52 MPH without killing anyone in traffic like that. Before he went back to write my ticket, I asked for the other cop's name and badge number. When the cop came back with the ticket, he told me he reduced it to the infraction I listed above, with a minimum fine (hell, it's still over $100!) and no points. I think he did this because he reallized I was on to their game. So, I went to contest the ticket. After paying the fine and pleading not-guilty (how is it that you have to pay *before* you are found guilty?), my court date was scheduled for yesterday. I went and actually arrived far too early. I thought my docket was at 10:00, arrived 15 minutes early, and found out that the docket was 10:15. While I was sitting in the waiting room, other people were going in to contest their tickets as well. All the cops from the speed trap were there. They would come out of a door, call someone's name, go into the door with the person, and then come back out after a minute. I've seen traffic court in other states, it doesn't go that quickly, so I was confused. One person forgot to close the door before the cop started talking to her. The cop asked her "why are you here?" and she replied that she was concerned about the points on her license. He responded "well, if I can make the points go away, would that be fine?" She agreed and then left. Nobody spent more than a minute behind that door, so I have to assume that nobody actually saw the judge, they just got this "side deal" from the cop. When it came to my turn, the cop asked me why I was there, and I replied that I didn't think I was guilty of anything and didn't feel I should have to pay the fine. The cop then threatened to increase the severity of the ticket to the "original 52MPH in 35MPH zone" if I continued to contest it. At this point, I reallized that there is some kind of scam going on in PA District Court 12-1-02, and it is very likely that the judge is in on it, since it is literally going on right in front of her door. So, instead of calling the cop on the carpet about the legality of changing the ticket after the fact, I took his side option of leaving, not showing up to court, taking the guilty verdict, not getting my money back, but not getting any points on my license. I'm getting ready to write a letter to all the local papers, to Mayor Reed of Harrisburg, Governor Rendell, Senator Specter and Senator Santorum, and Representative Holden. What kind of shake-down are these cops running? Anyway, I'm writing this post so that maybe some folks here can help me collect some information that can help me out. I'm just joshing you. Call the local TV news and tell them your story; they usually have consumer things and they love to report on crooked cops. One call to the police chief and the speed traps should stop.

You don't have to get legislation involved if the threat of mob violence is there.

I contested a ticket once. I was accelerating for an 80km/h zone *too* quickly. I was clocked at 70km/h in a 50 zone. I thought it was ridiculous since I had to pay over a hundred dollars for it and I would lose points.

I talked to the officer in court and he agreed to lower it to 5km/h... I didn't feel like arguing since I don't know the exact laws but I'm pretty sure his stop wasn't legal. Lets not forget the fact that he tail gated me for a few kilometers before finally stopping me... I'm guessing he was trying to make me speed up so he could charge me more.

The officer tried to be a smart ass by asking the, very necessary, "Are you in a hurry?" but it failed. After I answered "No, why?" he felt like a jackass seeing how the 20 over is a joke (Honestly, most of the cops around here will only stop people who go 30-35 over the limit). I think once he saw I wasn't some young punk joy riding his parents' car he regained his regular tone.

My theory is that they were low on their monthly quota...

Oh yeah, I forgot to mention, I know this was a month ago because it was specifically the end of the month and the cops only sit on that road on the end of the month (hence, they are out today as well).

But seriously: TV news. Even if they don't actually run the series, a shrill-voiced liquor-swilling bimbo phoning the police chief and mayor's office will get what you want.

The downside is that if it doesn't get you what you want, you may have to be featured on TV, which kind of sucks. I'll send you a free t-shirt with my URL on it that you can wear, though.

We have something like that here. There's a bridge that one of our highways passes under. During certain times of the year, a cops posts up at the top of the bridge with a radar gun. Under the bridge, there are three or four cop cars waiting for a response from the guy nailing cars, and this is always during rush hour. it's pretty annoying, given that the highway is a major thoroughfare during rush hour. They claim they're 'reducing fatal accident', but I beg to differ, as that I've seen more major accidents on that highway in the past two years, than in the five years that preceeded that.

Be sure to include the Attorney General of your state on your mailing list. If your local traffic court is corrupt (as it appears to be), it might require an investigation from the state to clean it up.

You probably should have taken your chance in court rather than take the side deal. It seems to me that one aspect of corruption of this sort is that by going along with side deals, you become complicit with the larger corruption, and that gives them something to hang over your head, to threaten you with - or to dismiss your complaint as sour grapes from a conspirator (nevermind that the impetus for the shakedown is their's, they'll still seek to paint you as guilty).

I'm aware of that, but I'm hoping that I can argue on an "intimidation" factor. I imagine it might have been a bluff on his part, but I'm not very good at poker anyway.

And just because I was ignorant of the workings of the system yesterday doesn't mean I can't seek real justice today.
