When doing 2D animation is it better to make a large texture with all the frames or to have several textures with a frame each? I know back in the day they did one large picture, is that practice still done in DirectX8 and 9.

As swapping textures is considered to be one of the most costly things you can do, i'd try to put as many sprite frames as possible into one texture.

And beyond just swapping textures, a large sprite sheet lets you render (say) 200 animated particles in one DrawPrimitive as opposed to 200 DrawPrimitives, regardless of which frame any particular sprite may be displaying. So yes, it's definitely still done, and is probably even more important now than before. Such texture coordinate tricks are crucial for fast 2D performance, as are dynamic vertex buffers if you have sprites that are moving/animating/etc.
