This is a huge field that cannot adequately be covered in a single post. Can you be more specific about what your requirements are, and why you think you need a "geospatial metadatabase", and can you also clarify precisely what you mean by a "geospatial metadatabase"? For instance, do you just want a very accurate heightmap of the Earth?

I have a lot of informations (pieces of paper, books, sketchs, articles, .doc, .xls, .txt, .gif, .bmp, .jpg, sounds, videos, every kind of media) and I need to put them in a database and make queries on them (the metadata part). Every informations is about a fact on earth (a point in earth, a region, a country...) so here's the geospatial part. I'm not really worried about heightmap but why not latter using this information will be important.

What I want to do for example is to know what happened at one place/region at one time/lapse of time about this kind of information. For example the Erika's oil spill. I want to know every kind of information about this fact nowadays into the Bay of Biscay.

It sounds like you just want a regular database in which one of the attributes of each item that's stored is a location corresponding to a point on Earth, such as latitude/longitude, and perhaps some sort of tagging mechanism. Is that about right?
